European Referee Commission

The European Referee Commission (formally Panel) is responsible for driving the development and performance of Touch referees throughout Europe.

Currently, the Commission consists mostly of Europe’s leading referees.  In the future, the Commission will be moving towards members being strategically located around Europe to enhance communication and development as well as drive consistency in technical areas.

The European Director of Referees invites expressions of interest for further referee-oriented personnel in becoming Associate Referee Commission Members to broaden the Commission's presence in additional Touch member nations in Europe.  Please email This email address is being protected from spambots. Derek has been involved in Touch since 2004 when – after being brought to a social game in Berlin by a work colleague – he was promptly invited to join the German national squad!  Derek captained Germany MO at the 2004 European Championships (Jersey) and again in 2006 (Edinburgh) where they reached the semi-finals and 3rd place ranking, Germany’s most successful international performance to date.

 

Since then, Derek has focused almost exclusively on refereeing and has become one of Europe’s leading and most experienced referees.  After attaining his Level 3 (yellow) badge at the 2008 Euros (Paris), Derek took a career sabbatical in Australia attending numerous regional, state and national grade tournaments around the country, attaining the Australian Level 5 (red) badge at the 2009 NTL and Level 6 (black) badge at the 2010 event.  Derek spent much time with the NSW State Panel developing his skills as a referee coach, attaining his Level 2 Course Presenter and Referee Coach certifications in 2009.  He returned home to Europe in March 2010.

 

Derek was appointed as the European Director of Referees in June 2011, having been appointed in May to the FIT Referee Commission as an Associate Member for Europe.

Matthew started playing Touch in 2002 at the outset of the Bath league formation in south west England. Since attaining his Level 3 badge at the European Championships 2008 in France he has spent the majority of his time dedicated to European referee development. He was heavily involved with organising the European Championships 2010, combining with it the role of Referee Manager while also actively refereeing. Matthew successfully attained his black badge at the event.

 

Matthew was appointed to the European Referee Commission in June 2011 and more recently in September 2011 to the FIT Referee Commission as an Associate Member for Europe.

Peter started playing Touch in 1995 socially in Edinburgh and made his international playing debut at the 2002 European Championships. After 42 appearances for Scotland including the 2003 and 2007 World Cups, Peter played his last match in the 2008 Euros M30 final and retired to focus on refereeing and referee coaching.

 

Since the Touch Europe Badge system was introduced, Peter has delivered around 30 level 1 courses including presentations in countries new to the sport and he continues to provide development support, most recently at the inaugural European Club Championships in Italy.

 

Peter is also a former President of the Scottish Touch Association.

Kevin has been involved in Touch since 2001 when he started playing as a social player in the Cardiff league.  He first represented Wales in MO at the 2003 World Cup (Japan) and subsequently competed in MXO or M30 at every major international championship through 2010.  Kevin is a current member of the Executive Board of Wales Touch Association, which he has served since 2007.

 

Kevin was appointed as the National Director of Referees for Wales in 2008 and switched to refereeing full time following the 2010 European Championships, having previously combined refereeing and playing.  The 2011 World Cup (Edinburgh) was Kevin’s first international representative tournament as a full-time referee, where he successfully attained his black badge and also ranked high enough to be appointed to the M30 Bronze Medal Final.  He was voted “2011 Referee of the Year” by his peers at Wales Touch Association.  Kevin stepped down as NDR in 2013.

 

Kevin was appointed to the European Referee Commission in June 2011.

Sébastien (Seb) started playing Touch in 2001 in Grenoble, where the sport was born in France.  He represented France in MO and MXO at multiple European Championships and “Mainland Cup” events.  Seb elected to focus on refereeing following the 2006 Euros (Edinburgh) and in 2007 was appointed as the National Director of Referees for France, only standing down after 4 years in the role following his appointment as an Associate Member of the European Referee Panel in May 2011.

 

Seb’s refereeing career has unfortunately been interrupted by injury but this has not stopped him contributing to European referee development and organisation.  At the 2008 Euros (Paris) he served as Referee Manager before successfully attaining his Level 3 badge at the 2010 event (Bristol).  Since then, Seb has primarily coached referees but he hopes to be back on-field next season pursuing a red badge upgrade.

 

Seb has served on the Board of Touch France since 2006 and is the current Vice President.  He has also been a Board member of the Isere / Rhone-Alpes regional association since 2003 and is the current President.

Sarah started refereeing Touch in 2004 in Edinburgh. After playing a season of Touch for her university team Touch Watt, she found herself wanting to know more about the game. In refereeing Sarah found her niche and she thoroughly enjoys the challenge and experience of refereeing at international level and the thrill of 'never losing a game'.

 

Sarah got caught up in the fever of the 2006 European Championships (Edinburgh) and attained her Level 3 badge at that event. She was also inspired by the sense of camaraderie and support of other referees at this and subsequent European tournaments. She was selected to attend the 2007 World Cup (Stellenbosch, South Africa) as a development referee. Since then, Sarah has continued to be involved with refereeing at national and international levels. She is a former National Director of Referees for Scotland and has attended all European Championships since 2006 as well as the 2011 World Cup (Edinburgh) where she achieved her goal of attaining a black badge. Sarah was appointed as an Associate Member of the European Referee Panel in May 2012.

 

Sarah can't imagine her world without Touch and the friendships and experiences it has gifted her - long may it continue.
